Progress Report: Review of State Renewable Portfolio Standard Programs in the Northeast and Mid-Atlantic Regions

This report serves to review the progress to date of the states in the region in meeting their RPS objectives, to identify early successes and challenges, and to offer recommendations for future success. The report provides an overview of the electricity markets in the Northeast and Mid-Atlantic regions, summarizes the history of state RPS policies in the region, provides specifics on the results of RPS programs in meeting renewable energy targets, examines the amount and types of renewable generation, discusses the factors contributing to RPS compliance and non-compliance, and concludes with observations of how state RPS policies have functioned and recommendations on major issues that states should consider as they create and implement RPS policies.
