CESA State RPS Policy Report: Increasing Coordination and Uniformity Among State Renewable Portfolio Standards

This analysis seeks to examine and evaluate mechanisms and approaches to increase harmonization and/or coordination among state RPS programs as well as the merits and challenges they present. State RPS policies vary in many ways such as eligibility, compliance mechanisms, resource categories, REC definitions, etc. The focus of this analysis is on harmonizing differences that affect market size, REC fungibility and REC price. The paper suggests options for harmonizing state RPS policies to broaden RE markets.
