Advancing Stationary Fuel Cells Through State Policies

This CESA briefing paper identifies policies that states have adopted or can adopt to support fuel cells.Policies are broken down into three areas: 1) those that support the deployment of fuel cells, 2) those that remove state and local barriers to fuel cell installations, and 3) those that promote the development of an in-state fuel cell manufacturing sector.In addition, the paper reviews eighteen ratepayer-supported State Clean Energy Funds and discusses direct financial support for fuel cell projects amongst other actions that states can take.
