Energy Storage in State Energy Efficiency Plans: Lessons from Massachusetts

For the first time ever, behind-the-meter battery storage has been included in a state energy efficiency plan, opening up a new source of storage incentives and serving as a model for other states. Clean Energy Group (CEG) contributed original economic analysis to support the groundbreaking inclusion of battery storage in the new three-year Massachusetts Energy Efficiency Plan.
This webinar introduced a new report by CEG that describes how other states can follow the example of Massachusetts. The report explains the simple steps needed to incorporate storage into state energy efficiency plans; describes how peak demand reduction results in increased efficiencies and cost savings; examines the cost-benefit calculation for battery storage; presents new values for non-energy benefits of storage; discusses program design elements of storage incentives; and critiques the Massachusetts plan.
