Vero Bourg-Meyer

Deputy Director

Vero Bourg-Meyer (she/her) serves as Deputy Director at the Clean Energy States Alliance (CESA), where she works closely with CESA’s executive director to advance the organization’s strategic mission.

Vero previously served as CESA’s senior project director for solar and offshore wind. In this role she worked to expand state, federal, and philanthropic efforts to bring the benefits of solar energy to low-income households and disadvantaged communities. Vero has led CESA’s Scaling Up Solar project, including Solar for All efforts under the Greenhouse Gas Reduction Fund. Through publications, convenings, and technical assistance, she facilitates and supports a bipartisan national network of states and nonprofits to design and launch low-income solar programs. She collaborates with national labs and federal agencies to advance solar initiatives, including most recently the U.S. Department of Energy’s Equitable Solar Community of Practice on Household Savings. Since joining CESA in 2022, she has also led CESA’s Offshore Wind Accelerator, a wide-ranging initiative that includes work on offshore wind and equity, an American/European learning exchange, and the recently launched Offshore Wind Power Hub.

Prior to CESA, Vero worked in various capacities at Yale University, including as Program Director for Clean Energy at the Yale Center for Business and the Environment, where she built and managed a portfolio of clean energy programs, teams, and initiatives across the university. Vero also practiced law, successively at international law firms Gide Loyrette Nouel and Hogan Lovells, in their project finance teams, with a focus on the development of large-scale energy infrastructure and public-private partnerships, for governments, multilateral financial institutions, and private sector clients. Vero has advised clients on structuring roughly $5.5 billion worth of infrastructure investments throughout Sub-Saharan Africa, North Africa, and North-East Asia.

She holds a Master of Environmental Management from Yale, with an environmental policy focus, a French DESS in International Trade Law (JD equivalent) from the Montpellier Law School in France, and a joint US LL.M/Chinese certificate from Tsinghua Law School in Beijing, China. Vero is a member of the New York bar and the Paris bar. On weekends, you can find her somewhere outside, running, gardening, or bushwhacking on skis in Central Vermont with husband Christian, and children Westley and Willow. They all enjoy a good knock knock joke and spicy food.
