The Xcel Energy Renewable Development Fund, which is financed by Xcel Energy electric ratepayers, promotes the start-up, expansion and attraction of renewable electric energy projects and companies in the Xcel Energy service area. It also stimulates research and development into renewable energy technologies. Both efforts are designed to increase the market penetration of renewable energy resources at reasonable costs.
Project funding to date has been in the form of grants and renewable incentive payments, and rebates. Fund grants have been awarded to research universities, nonprofit organizations, commercial businesses and governmental agencies. Grants support commercial technologies, and research and development. Incentive payments are paid to qualifying solar, small wind, biogas and hydroelectric projects operating and generating electricity in Minnesota. Rebates have been paid for qualifying photovoltaic installations of 20 kW or smaller.
Renewable Development Fund grant awards are recommended by a seven-member advisory board comprising:
- Two representatives of environmental organizations;
- One Prairie Island Indian Community representative;
- One industrial/commercial ratepayer representative;
- One residential ratepayer representative; and
- Two Xcel Energy representatives.
The Minnesota Public Utilities Commission must approve Renewable Energy Fund grant awards.
